Պերվեզ Մուշարաֆ

A Pakistani police official says authorities have defused four small bombs planted near the house of former president and army chief, Pervez Musharraf, just two days before he’s to appear in court in a treason case.

Police officer Nayyar Saleem says an onlooker spotted the devices on Monday alongside a road about a half kilometer from Musharraf’s farmhouse on the outskirts of Islamabad.

Saleem says the improvised devices were left in separate plastic shopping bags, and there were about three kilograms of explosives altogether.

He says authorities don’t know if Musharraf was the intended target.

President Serzh Sargsyan, who is in the Russian Federation on a working visit, on December 24 in Moscow participated at the Eurasian Economic Supreme Council held in the extended format which was conducted with the participation of the Presidents of Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan and the Prime Minister of Ukraine.

The Eurasian Economic Supreme Council at the level of state leaders along with other issues adopted a plan of action (“road map”) for the Republic of Armenia’s accession to the Customs Union and Common Economic Area of the Republic of Belarus, Republic of Kazakhstan and Russian Federation. The members of the Council adopted a decision to approve the plan of action (“road map”). The governments of the Republic of Belarus, Republic of Kazakhstan and Russian Federation and Eurasian economic commission were tasked together with the government of the Republic of Armenia to work towards the implementation of the steps envisaged by the plan of action. The Eurasian economic commission was also directed to carry out the monitoring of the implementation of the steps envisaged by the plan and to inform the Republic of Belarus, Republic of Kazakhstan and Russian Federation on the results of the monitoring.

According to the mentioned above decision, the Eurasian economic commission will report on the works for the implementation of the steps envisaged by the plan of action to the next meeting of the Eurasian Economic Supreme Council held at the level of the heads of state.

At the conclusion of the meeting, Presidents of Belarus, Kazakhstan, Belarus and Armenia signed a Declaration on the plan of action (“road map”) of the Republic of Armenia’s accession to the Customs Union and Common Economic Area of the Republic of Belarus, Republic of Kazakhstan and Russian Federation. In order to deepen integration processes between Armenia and Customs Union and Common Economic Area member states, as well as acknowledging the necessity to further develop mutually beneficial economic cooperation between the Republic of Armenia, Customs Union and Common Economic Area member states, supporting the intent of the Republic of Armenia to become a full member of the Common Economic Area, the four Presidents who signed the document declared that the plan of action (“road map”) was adopted and spoke in favor of implementation of the steps envisaged by the “road map” aimed at Armenia’s accession to the Eurasian integration project.

Zvartnots Airport Development Project Approved

նիստ

Chaired by the Prime Minister Tigran Sargsyan, the Government held this year’s final session.

The Government approved the concessionaire-drafted Master Plan of Zvartnots airport development project for 2013-2017 in line with the arrangement signed between the Government of the Republic of Armenia and Corporation America S. A. on December 18, 2001.

“The concessionaire is believed to invest USD102mn in the project, which is recognized as the best in the CIS. The investment will on the one hand help enhance the quality of services and, on the other hand, develop tourism. This is a priority for us.”

The Executive approved the “Tourism Support Services 2014” program and its implementation schedule. The program seeks to enhance Armenia’s standing as a tourist-friendly and attractive country through active and effective marketing policies in the international market, diversify tourism products and ensure harmonious regional development.

Answering the Prime Minister’s questions, the speakers noted that tourism has already been promoted with the government’s open skies policies, which led to partly devaluation of the airfare. In this connection, the Prime Minister said that serious changes are expected in 2014, with the appearance of new airlines whose flights may create better conditions for the development of inbound tourism in Armenia.

The Government amended an earlier decree to establish that the basic pension will be AMD 14 thousand, with 700 dram seniority value added for the first 10 years of employment and 450 dram for each following year. Thus, the average pension will be 36 thousand dram in 2014 as compared to about 31 thousand in 2013.

An increase is also due in the disability and perished breadwinner’s retirement pensions paid to rank and file soldiers and their family members (from 16.400 to around 17.500). The scheduled rise in military pensions will be effective from July 1, 2014.

With its next decision, the government set the size of the old-age allowance at AMD14 thousand. Disability benefits will range from 14 thousand (third group) to 19 600 drams (first group). Funeral allowance will be paid to the extent of AMD 200 thousand as of January 1, 2014.

The meeting also amended another decision to lower the threshold set for family allowances. As a result, the scope of beneficiaries will be expanded by some 270 thousand people entitled to free health care.

In conclusion, the Prime Minister extended his New Year’s greetings: “I wish you all every success so that all the projects and goals that you have set before you may come true as they are aimed at improving the socio-economic situation, better our citizens’ life and raise the standard of living in the country.”

Room with a view: NASA releases the best photos of Earth taken from space this year

NASA, տիեզերք, Երկիր

When it comes to a room with a view, one several hundred miles above earth is hard to beat.

Satellites orbiting the planet and astronauts aboard the International Space Station often take pictures of volcano eruptions, hurricanes and other examples of nature’s fury.

And now NASA has rounded up the most spectacular images taken from space all year.

The images also include some of the most beautiful sights our planet has to offer – from Princess Charlotte Bay, in Australia, to the surprising beauty of Reno, Nevada’s city lights set against the mountains that surround it.

A picture was captured just weeks ago of a new island forming in the Pacific.

China Formalizes Easing of One-Child Policy

china-one-childChina on Saturday formally allowed couples to have a second child if one parent is an only child, the first major easing of the 3-decade-old restrictive birth policy.

Demographers and policy makers have estimated the easing would benefit some 15 million to 20 million Chinese parents — mostly in cities — and result in 1 million to 2 million extra births per year in the first few years, on top of the 16 million babies born annually in China. They say the easing is so incremental that the extra births are not expected to strain resources such as the health care and education.

China has credited the restrictive policy with managing its population growth and improving the economy, but critics say it is a violation of human rights.

China is the world’s most populous country with 1.35 billion people.

Kim Kardashian Gets Hermes Bag With Her Nude Painting From Kanye West

west-kardashian

Kim Kardashian proudly showed off the gift she received from her baby daddy Kanye West for Christmas. It’s a Hermes bag with her bare-chested painting by visual artist George Condo, who created artwork for his 2010 album, “My Beautiful Dark Twisted Fantasy“.

#HandPaintedGeorgeCondo #HermesBirkin #OneofOne #ChristmasPresentFromYeezy,” she wrote on Instagram along with a picture of the customized bag. She also carried the bag when shopping with the rapper in Woodland Hills, California on Thursday, December 26.

While the cost of the finished product is not known, it can be estimated by the fact that a Hermes Birkin the size of Kim’s retails for around $16,000 (£10,000), while one of Condo’s paintings, The Manhattan Strip Club, sold at auction last year for a staggering $1.3million.

KimYe welcomed their first daughter, North West, this summer. On his first Father’s Day, Kim gave Kanye Apple computer mice signed by the high-tech company’s founders Steve Jobs and Steve Wozniak. “One of the other gifts my girl gave me for fathers day,” he tweeted back then.

Steve is one of Kanye’s idols as the outspoken lyricist once compared himself to the Apple founder, “I think what Kanye West is going to mean is something similar to what Steve Jobs means. I am undoubtedly, you know, Steve of Internet, downtown, fashion, culture. Period.”

These pictures show an enormous frozen castle – built entirely from ice – created for the 30th Harbin Ice and Snow Festival.

The remarkable tower, which is at least 26 metres high and measures around 20 storeys, is one of the main attractions at the festival – which sees thousands of tourists flock to the city of Harbin, near the China and Russian border, every year.

According to event organisers, 10,000 people were employed to complete hundreds of ice and snow sculptures at the event – some areas of which are already open to the public.
Some measure more than 26 metres tall and 117 metres wide. Overall, the whole site is well over 600,000 sq metres.

All in all, about 180,000 square metres of ice and 150,000 square metres of snow will be used to complete all the works.

Come the New Year tourists will be able enjoy the artwork for themselves in addition to the Ice Lantern Garden Party, skiing, figure skating and theatre performances.

Visitors may also wish to visit the event’s Siberian Tiger Park or perhaps watch fishing, swimming and diving performances on the frozen river.
Others may wish to enjoy a tipple in the event’s ice bar.

Harbin’s festival is one of world’s four largest international ice festivals, along with Japan’s Sapporo Snow Festival, Canada’s Quebec Winter Carnival, and Norway’s Ski Festival.

It starts annually on January 5 and lasts usually to the end of February, weather permitting.

China’s ‘tumour man’ undergoes more surgery to remove huge growths from his face – this time weighing 1.5kg

չինացի

A Chinese man has undergone surgery to remove a 3.3lb (1.5kg) tumour from his face.

Huang Chuncai, 37, from Hunan province, has been dubbed ‘China’s Elephant Man’. He suffers from an extreme case of neurofibromatosis, which has caused large tumours on his face that have completely distorted his features.

He is said to have the world’s worst recorded case of the condition.

On Wednesday he underwent another round of surgery at a hospital in Guangzhou to remove the tumour from his left cheek.

The operation was successful and he will now have two more to try and get his condition under control.

Although many people who have the condition inherit it from one of their parents, up to 50 per cent develop it randomly from a gene mutation before they are born.

Huang’s tumours, which five years ago were said to weigh 33lb (15kg), have put such pressure on his body that it has deformed his backbone, stunted his growth and left him in continual pain.

Հուան Չունկաի

The tumour first became noticable when he turned four and as he grew up, it became bigger and bigger.

He is said to have quit school when he was 10 years old because his classmates laughed and alienated him because of his condition.

All of his teeth fell off at the age of 25 and thereafter, he found it difficult to speak and eat.

It has also been reported that several years ago, a circus approached his father to buy his son for holding ‘monster performances’, but his parents refused.

Huang had surgery in 2007 and 2008 – the first to remove the 33lb tumour. The surgery was extremely risky due to the high chance of heavy bleeding.

Russian ship stuck in ice near Antarctica

Passengers on a Russian polar expedition ship off Antarctica are getting a whiter Christmas than they probably wanted.

The MV Akademik Shokalskiy, with 74 people aboard, got trapped in ice and is waiting for other ships with ice-breaking capabilities to reach it, the Australian Maritime Safety Authority said Wednesday.

A British rescue coordination center received a satellite distress signal on Christmas morning from the Russian-flagged ship and contacted the Australian authority, which handles the Southern Ocean region where the vessel was stuck, an AMSA statement said.

Three icebreakers were headed to help the Russian vessel, the AMSA statement said, adding that none were expected to reach it before Friday.

“According to reports, nobody is in present danger and three nearby icebreakers are being sent to assist,” the Expeditions Online website said.

It described the ship as “a fully ice-strengthened expedition vessel” for working in polar regions.

2 Italian Tourists Found Dead in Nepal Hotel Room

Two Italian tourists were found dead in their locked, poorly ventilated hotel room in Nepal’s capital, police said Thursday.

The man and woman were found late Tuesday after the hotel’s owners alerted police that the tourists were not responding to calls, police official Umesh Raj Joshi said. Police officers broke the windows, which were taped shut, and found the bodies lying on the bed.

Joshi said they appeared to be regular visitors to Nepal and the bodies were taken for autopsy. An investigation is underway, and Italian officials have been notified.

Gas and kerosene heaters are commonly used in Nepal during the winter because of shortage of electricity. These heaters are dangerous if used in closed rooms and can cause suffocation and poisoning.

Bomb Attacks on Christians in Baghdad Kill 37

Militants in Iraq targeted Christians in two separate bomb attacks in Baghdad on Wednesday, killing at least 37 people, officials said.

In one attack, a car bomb went off near a church during Christmas Mass in the capital’s southern Dora neighborhood, killing at least 26 people and wounding 38, a police officer said.

A little bit earlier, a bomb ripped through an outdoor market in the nearby Christian section of Athorien, killing 11 people and wounding 21, the officer added.

There was no immediate claim of responsibility for the attacks, but Iraq’s dwindling Christian community, which is estimated to number about 400,000 to 600,000 people, has often been targeted by al-Qaida and other insurgents who see the Christians as unbelievers.

A medical official confirmed the casualty figures. Both officials spoke on condition of anonymity because they are not authorized to talk to the media.

And then he practiced what he preached, spending three hours at a local hospital bringing Christmas cheer to sick children.

Switzerland Must Appeal European Court’s Verdict on the Armenian Genocide

Հարութ Սասունյան

By Harut Sassounian
Publisher, The California Courier

The European Court of Human Rights issued last week a critical Armenian Genocide-related ruling in the case of Dogu Perincek vs. Switzerland.

Perincek, the leader of a minor Turkish political party, had traveled to Switzerland in 2005 with the intention of daring the Swiss authorities to punish him for denying the Armenian Genocide. He brazenly called the Armenian Genocide an “international lie.”

In response to a criminal complaint filed by the Switzerland-Armenia Association, Perincek was tried and fined for racial discrimination by the Lausanne Police Court in March 2007. A Swiss Appeals Court confirmed his sentence, ruling that he had violated Article 261bis of the Criminal Code. The National Council (parliament) of Switzerland had already recognized the Armenian Genocide in 2003. Perincek then appealed his case to the Federal Tribunal, the highest court in Switzerland, which reconfirmed his sentence.

On June 10, 2008, Perincek appealed his sentence to the European Court of Human Rights in Strasbourg, claiming that many of his rights, including freedom of expression, were violated by the Swiss courts. He demanded a compensation of 140,000 euros for moral and financial damages, and court expenses.

On Dec. 17, 2013, the European Court dismissed most of Perincek’s claims (Articles 6, 7, 14, 17, 18 of the European Convention) and rejected his demand for compensation. However, five out of the seven Judges ruled that Switzerland had violated Perincek’s right to free expression (Article 10).

This was a highly unusual ruling since freedom of expression is not an absolute right in European jurisprudence. Many European states impose restrictions on free speech, including imprisonment for denying the Holocaust. Punishing Holocaust denial, while condoning rejection of the Armenian Genocide, is an unacceptable double standard. Either denial of both genocides should be outlawed or neither.

The European Court’s 80-page ruling was not easy to read, not only because it was in French, but more importantly, the five Judges who ruled in Perincek’s favor misinterpreted almost all issues. A whole book could be written to rebut their countless factual mistakes. The Judges misrepresented Perincek’s allegations, Swiss laws and court rulings, facts of the Armenian Genocide and its international recognition, while repeatedly contradicting themselves. To make matters worse, the four-page press release issued by the Registrar of the Court last week further distorted the Court’s verdict, thereby completely confusing the international media about the details of case.

The five Judges who endorsed Perincek’s false accusations were: Guido Raimondi (Italy), Peer Lorenzen (Denmark), Dragoljub Popovic (Serbia), Andras Sajo (Hungary), and Helen Keller (Switzerland). The opposing Judges were: Nebojsa Vucinic (Montenegro) and Paulo Pinto de Albuquerque (Portugal). In a seven-page addendum to the verdict, Judges Raimondi and Sajo contradicted themselves again, while making excuses for ruling in Perincek’s favor. Having raised questions about the veracity of “the Armenian massacres,” after claiming that their task is not to assess the facts of the genocide, the two concurring Judges assert that the destruction of the Armenian people was government-sponsored, thereby acknowledging its genocidal nature. Yet they insisted on referring to the Armenian Genocide as “Mets Yegherrn” (sic) which they translate as “the Grand Crime.” Dissenting Judges Vucinic and Pinto de Albuquerque, on the other hand, attached to the verdict their 19-page well-researched comprehensive report on the Armenian Genocide. This valuable study should be translated into several major languages and disseminated worldwide.

More urgently, Armenian government officials and major diaspora organizations have asked the Swiss government to appeal the European Court’s fallacious verdict to its 17-judge Grand Chamber before the 90-day deadline. Armenia’s Diaspora Minister Hranush Hakobyan has called on Armenians worldwide to protest the Court’s verdict by contacting their governments and sending letters of complaint to the Court. The Armenian National Committee in Europe pledged to take all necessary measures to object to the Court’s ruling, urging Switzerland to file an appeal.

If left unchallenged, the European Court’s ruling would have a chilling effect not only on efforts to criminalize denial of the Armenian Genocide in other European countries, particularly France, but more importantly, on the forthcoming Centennial of the Genocide. The Court’s verdict, as it stands, is an endorsement of the denialist stance of both Turkey and Perincek, who is currently serving a life sentence in a Turkish jail for engaging in criminal activity! Turkey had directly intervened in this case by submitting extensive testimony to the European Court. The Turkish Foreign Ministry issued a bold statement shamelessly applauding the Court’s verdict and boasting about its support for freedom of expression! Under Article 301 of Turkish Penal Code, telling the truth about the Armenian Genocide is a crime, while in Switzerland lying about the Genocide is an offense!

For the sake of truth and justice, it is imperative that the Swiss government appeal the Court’s verdict and not succumb to Turkish political and economic pressures.
