 Էդվարդ Նալբանդյան,ԵԱՀԿ 20-րդ Նախարարարական համաժողով

(Kiev)

Mr. Chairman,

Dear Colleagues,
Ladies and Gentlemen,

I would like to start my address by expressing our condolences on the passing away of Nelson Mandela. I warmly remember my meeting and conversation in Pretoria with this great and wise statesman and leader.

I want to join the previous speakers in conveying my gratitude to the Chairman-in-Office, Minister L. Kozhara and his team for their efforts and contribution to the activities of the Organization throughout the year, as well as to thank the Government of Ukraine for the warm hospitality and successful organization of this Ministerial meeting.

The OSCE Ministerial meetings are always an opportunity to exchange views on how to raise the effectiveness of the Organization as a platform for generation of ideas and elaboration of concepts that would eventually contribute to Euro-Atlantic and Eurasian security. The world we live and the security environment we are in, are transforming at an increasing pace; we have to address the common challenges and find the right solutions to them.

The year behind us was in many ways important in regard to positive deliberations and outline of positions. I would like to particularly mention the “Helsinki + 40” process. We perceive it as a process aimed at full realization of the vision of free, democratic, common and indivisible security community envisaged in the Astana Commemorative Declaration.

Views presented and the conclusions reached in the Progress Report by the Chairmanship on “Helsinki + 40” could be a ground for the future consecutive Chairmanships to take the process forward.

Our adherence to the vision of security community free of dividing lines and closed borders is an essential departure point to overcome divisions and strengthen trust and confidence among all participating states aimed at reconciliation. This should exclude unilateral blockades which have persisted in the OSCE area. This year the closure of borders with Armenia by Turkey turned into its third decade.
Mr. Chairman,
The effectiveness of our Organization to a great extent depends on our collective will and ability in an equal and balanced way to maintain our activities in all three dimensions.

The Security Dimension remains high on our agenda. We need to exert additional efforts for further modernization of the Vienna Document and full implementation of all confidence and security building measures. As for the current state of affairs in regard to conventional arms control regime, we should narrow our different perceptions and try to come to an agreement.

The intricate link between economic activity and environment is evident in our daily life. Armenia supports the Environment and Security Initiative (ENVSEC) and is taking steps to create an electronic mining database in the framework of Open Government Partnership, which could serve the purpose of improvement of the environmental transparency in our region.

The decisions on the agenda to be adopted at this meeting on the Human Dimension could become an additional tool for the protection of fundamental human rights in the OSCE area.

Trafficking in human beings is still one of the disgraceful violations of human rights that needs to be effectively repudiated. Armenia’s efforts to fight this crime have been duly recognized by our partners.

Mr. Chairman,
The Government of Armenia is implementing a wide package of reforms to further consolidate the democratic institutions, strengthen the rule of law, protect and promote human rights and fundamental freedoms, improve electoral procedures and relevant legislation, strengthen independent judicial system and expand the role of civil society.

The OSCE plays an important role in advancing democratic reforms in Armenia.
Our close work with the ODIHR and the Representative on the Freedom of Media and implementation of relevant recommendations is very productive.

The 2013 Presidential elections in Armenia were assessed by OSCE/ODIHR Elections Observation Mission to be in compliance with OSCE commitments and other international standards for democratic elections.

I would also like to mention our fruitful cooperation with the OSCE Yerevan Office which implements projects across all three dimensions.

As the Chair of the Committee of Ministers of the Council of Europe, Armenia during the last six months stressed the necessity to further consolidate cooperation between the OSCE and the Council of Europe. Building on synergies of our efforts and avoiding duplications, our two organizations can achieve better results in protecting and promoting human rights and fundamental freedoms.

Mr. Chairman,

The resolution of the existing conflicts in the OSCE area continues to remain a serious challenge.

In this June in Enniskillen in the framework of the G8 Summit the Presidents of the three Co-Chair countries of the OSCE Minsk Group – Russia, United States and France, issued a new, fifth consecutive statement on the peaceful settlement of the Nagorno-Karabakh conflict, where they once again stressed that only a negotiated settlement can lead to peace, stability, and reconciliation.

In Armenia we welcomed this statement saying that, as the Co-Chairs, we continue to believe that the principles and elements outlined in the statements of the heads of the Co-Chair countries over the last five years can be the basis for reaching a fair and lasting settlement of the conflict. We share the position of the Co-Chair countries, that those principles and elements should be seen as an integrated whole and that any attempt to select some elements over others would make it impossible to reach a compromise and achieve a solution. We absolutely agree that peoples should be prepared for peace, not war. Armenia has on several occasions reiterated and in response to the Enniskillen appeal of the Presidents of USA, Russian Federation and France, once again re-affirmed its commitment to the principles of international law – the non-use of force or the threat of force, equal rights and self-determination of peoples, and territorial integrity.

On November 19, for the first time since January 2012, a meeting between the Presidents of Armenia and Azerbaijan took place in Vienna, and everyone knows that it was not because of Armenia that for about two years Summit meetings were not organized. In Vienna the Presidents agreed to advance negotiations towards the peaceful settlement of the conflict and instructed Foreign Ministers to continue in cooperation with the Co-Chairs to build on the work to-date with the aim of intensifying the peace process. With this aim the first meeting between Ministers was held on December 4th and we agreed to continue such meetings. We do hope that Azerbaijan is really returning to the table of negotiations with a constructive approach, which could enable us to speed up efforts to reach agreement on the basic principles, about which the Co-Chairs on the highest level have made several appeals and about which the Presidents of Armenia and Azerbaijan expressed their willingness in the last joint statement adopted in January 2012 in Sochi.

A constructive approach is necessary for reaching not only an agreement on the principles of the settlement, but also for the realization of the confidence-building measures, proposed by the Co-Chairs and supported by Armenia, such as consolidation of ceasefire, withdrawal of snipers from the line of contact and the establishment of a mechanism for the investigation of ceasefire violations.

To achieve a durable peace, stability and security in the region, Armenia will continue to invest its utmost efforts towards the settlement of the Nagorno-Karabakh conflict exclusively through peaceful means and on the basis of the purposes, principles and norms reflected in the UN Charter and the provisions of the statements of the Minsk Group Co-Chair Countries’ Presidents in L’Aquila, Muskoka, Deauville, Los Cabos and Enniskillen.

Mr. Chairman,

To conclude, I would like to express Armenia’s readiness to support the incoming Swiss Chairmanship in the implementation of its agenda.
Thank you.

Woman Fined for Facebook Invite to a Mass Party

facebook

A Polish court has fined a 23-year-old woman who admitted posting an invitation to an outdoor spring party on Facebook, which drew more than 20,000 people. Some of them were rowdy and got into fights.

The court in the southern city of Krakow said Friday the woman failed to seek permission or ensure security during the party in April on the city outskirts. One man was injured after falling from a cliff. The woman — identified only as Anna K., in line with Poland’s privacy regulations — was convicted of organizing an unauthorized gathering.

The court said the place is “extremely dangerous” because of its water tank and rocks. It fined the woman 2,400 zlotys ($785).

Germany to Take in 5,000 More Syrian Refugees

 սիրիացի փախստականներ

Germany says it will take in a further 5,000 refugees from Syria, doubling its current offer of shelter for people fleeing the Arab nation’s civil war.

The decision was announced Friday at a meeting of officials from Germany’s 16 states, which share responsibility for housing refugees.

Lower Saxony’s interior minister, Boris Pistorius, said Germany couldn’t look away from the humanitarian disaster in Syria.

Millions of Syrians have fled their homes, with hundreds of thousands seeking refuge in neighboring countries.

Pistorius says a Europe-wide solution is needed to ensure that each country takes in as many refugees as it reasonably can.

Germany has offered shelter to the largest number of Syrians so far.

Hilarious video of Tippy the fainting squirrel who appears to have over done it on the nuts goes viral

Համացանց, սկյուռի հոլովակ

A squirrel who is apparently in the grip of a fainting fit has stolen the hearts – and piqued the curiosity – of internet users.

A minute-long clip shows a black squirrel standing and and nibbling a nut. It then suddenly freezes and falls to the ground for several seconds.

Then, just as inexplicably, the adorable rodent stands back up and starts chewing again, before again tipping over. And again. And again.

The video has spread across the internet, with commenters on various forums speculating as to what could be behind the showing the squirrel’s bizarre behaviour.

Theories have ranged from narcolepsy to heart problems, drunkenness caused by eating fermented food, brain damage, or even a nut allergy.

The clip was originally uploaded to YouTube on November 25 by Honor Via with no additional information about where it was taken.

It has already been viewed nearly 500,000 times on the video sharing website.

‘Hope he stays out of trees till he’s better,’ one sympathetic commenter wrote.

Men’s and women’s brains: the truth! As research proves the sexes’ brains ARE wired differently, why women’s are cleverer ounce for ounce – and men can’t read female feelings

  • տղամարդն ու կինըMen! Useless at discerning a woman’s true feelings, deaf as a post when a baby is crying and utterly incapable of performing more than one task at a time.

Women! Forever getting overemotional, completely hopeless at map-reading and liable to go into meltdown at the prospect of parallel parking.

Men and women moan continually about the supposed shortcomings of the opposite sex – but now brain scientists have found a real reason for the stereotypical differences in male and female behaviour.

Women’s and men’s brains are wired in fundamentally different ways.

Neurologists used magnetic resonance imaging (radio-wave scans that produce detailed images of the inside of the body) to study the brains of almost 1,000 volunteers.

The differences between the genders were so profound that men and women might almost be separate species.

Men generally have more connections within each hemisphere and between the front and back of the brain.

In women the stronger connections usually run from side to side, between the left and right hemispheres.

In essence, what this means is that men are more logical and better at coordination and spatial awareness. Women are more intuitive, have greater ’emotional intelligence’ and better memories for words and faces.

The research was published in the journal Proceedings of the National Academy of Sciences. Ragini Verma, of the University of Pennsylvania, who led the study, concludes that male brains are geared ‘to link perception with doing’ – so men would be better at, for example, learning a new sport.

Female brains, meanwhile, are configured to handle matters of heart and mind and to study others’ behaviour, then interpret it using intuition and analysis.

Venezuelan Embassy in Kenya Linked to Drugs

կոկային,թմրանյութեր

A witness testifying in Kenya in the trial of a former diplomat charged with the murder of the acting Venezuelan ambassador says the embassy’s diplomatic bag was used to traffic drugs.

Prosecution witness Kevin Lameck, who worked as a driver at the embassy in Nairobi, was answering questions Wednesday from the defense lawyer in the trial of former Venezuelan first secretary Dwight Sagaray.

Sagaray is accused of murdering acting Ambassador Olga Fonseca.

Fonseca was found strangled in the embassy’s official residence on July 27, 2012. She had reported to Kenya only 12 days earlier.

2 million Facebook, Gmail and Twitter passwords stolen in massive hack

facebook-password

Hackers have stolen usernames and passwords for nearly two million accounts at Facebook, Google, Twitter, Yahoo and others, according to a report released this week.

The massive data breach was a result of keylogging software maliciously installed on an untold number of computers around the world, researchers at cybersecurity firm Trustwave said. The virus was capturing log-in credentials for key websites over the past month and sending those usernames and passwords to a server controlled by the hackers.

On Nov. 24, Trustwave researchers tracked that server, located in the Netherlands. They discovered compromised credentials for more than 93,000 websites, including:

  • 318,000 Facebook (FB, Fortune 500) accounts
  • 70,000 Gmail, Google+ and YouTube accounts
  • 60,000 Yahoo (YHOO, Fortune 500) accounts
  • 22,000 Twitter (TWTR) accounts
  • 9,000 Odnoklassniki accounts (a Russian social network)
  • 8,000 ADP (ADP, Fortune 500) accounts (ADP says it counted 2,400)
  • 8,000 LinkedIn (LNKD)accounts

Trustwave notified these companies of the breach. They posted their findings publicly on Tuesday.

The hacking campaign started secretly collecting passwords on Oct. 21, and it might be ongoing: Although Trustwave discovered the Netherlands proxy server, Miller said there are several other similar servers they haven’t yet tracked down.

Want to know whether your computer is infected? Just searching programs and files won’t be enough, because the virus running in the background is hidden, Miller said. Your best bet is to update your antivirus software and download the latest patches for Internet browsers, Adobe (ADBE) and Java.

Slim gym fan demolishes 8,000-calorie ‘Gigantwich’ (and fries) in just 36 minutes

o_858820

There are easier ways to earn £116 and a novelty T-shirt, but none quite so satisfying.

James Brettell doesn’t look like the classic fast food joint customer.

Yet his athletic frame hides an Olympian appetite and iron will.

After 116 people had tried and failed to gobble up the ‘Gigantwich’ – an 8,000-calorie heart attack on a plate – Mr Brettell succeeded.

The feast contains: sausage, bacon, ham, beef, turkey, lamb, steak burger, pulled barbeque pork, hash browns, various cheeses, stuffing, a cheese omelette, tomatoes, cucumber, salad, mayo, BBQ sauce, mustard and onion rings.

The fillings are sandwiched between six thick slices of bread with chips and coleslaw on the side.

It weighs 2.5kg (5.5lb) and costs diners £17.95 if not completed within 45 minutes.

‘I saw a picture of the sandwich on Facebook and it was the size of a baby. I just thought ‘‘I’ve got to get me some of this’’,’ said Mr Brettell.

‘I’ve always been pretty trim but recently I’ve been training hard at the gym and only eating one or two big meals in the evenings.’

How did he manage it? He had help from the Rocky movies.

Mr Brettell, 26, said: ‘By the end it gets quite hard to stomach each mouthful without feeling sick. I think the owner could see I was flagging so he started playing Eye Of The Tiger through the restaurant speakers to keep me going.’

The chompion from Hadleigh, Essex, completed the task in 36min and 10sec on Saturday afternoon.

Will Fishenden, owner of the Mangetout bistro in Southend-on-Sea, said: ‘I was amazed when James finished it all as we have had a lot of much bigger guys than him come in and fail.’

U.S. Embassy and Charentsavan City Library Partner to Open New American Corner

Heffern, Deputy Minister of Culture Arev Samuelyan, Governor of Kotayk Marz Kovalenko Shahgaldyan, and Mayor of Charentsavan Hakob Shahgaldyan. This is the fifth American Corner in Armenia; the first one opened in 2005.

In his opening remarks, U.S. Ambassador John Heffern noted the American Corner will make diverse resources accessible to the residents of Charentsavan and Kotayk Marz and facilitate the dialogue and mutual understanding between Armenia and the United States.  It will also foster the use of the English language.

American Corners are small American-style libraries located throughout the world that help increase mutual understanding between the United States and the host country.  A network of over 470 American Corners is operating globally through partnerships between the U.S. Department of State and local host organizations.  American Corners provide information about America in a variety of formats, including reference books, works of fiction, journals, and videos.  These resources focus on such topics as studying in the United States, American society, U.S. history, conducting business in the United States, and English as a Second Language.  The Corners also provide computers with Internet access, and offer a variety of public programs including speakers and workshops.  The American Corners are open to the general public and access is free of charge.

Currently American Corners are in operation in Yerevan, Gyumri, Vanadzor, and Kapan. Last year, the corners had over 40,000 visitors.

The river of blood: Villagers’ shock as Slovakian waterway turns red overnight ‘like something from a horror film’

Myjava in Slovakia

Rumours were rife in a Slovakian town this week when a river running through turned bright red.

The river in Myjava, a small municipality on the border to the CzechRepublic, had changed colour over night and turned into ‘blood’.

Police have been called in to investigate the matter, but it is believed to be a faulty filtering system from a slaughterhouse upstream.

Roman Podbrezova, 65, had gone for a morning walk when he saw the drastic change to the river which runs through the centre of the town.

‘I just could not believe my eyes,’ he said. ‘The river was dark red. It was like something from a horror film. Blood cascading through the centre of town.’

Police spokesman Elena Antalova said: ‘We are checking the source of the blood and what caused it.

‘At the moment we are thinking it could have come from dead fish or maybe someone washed a barrel containing blood in the river.

The waste from a slaughterhouse higher up the River Myjava is usually pumped into a retaining pool where it is filtered before being released into the river.

Bob Dylan faces jail after being charged with race hate crime comparing Croats to Nazis and KKK

բոբ դիլան

Bob Dylan is being investigated in France after a Croatian community organisation alleged that comments he made to Rolling Stone magazine last year amounted to incitement to racial hatred, Paris prosecutors said today.

In the interview, which was published in the magazine’s September 27, 2012 edition, the singer said racism was holding America back.

‘If you got a slave master or Klan in your blood, blacks can sense that. That stuff lingers to this day. Just like Jews can sense Nazi blood and the Serbs can sense Croatian blood’ said Dylan.

The formal investigation followed a legal complaint from the organisation, CRICCF, which is based in France, alleging that the comments as carried in the French version of the magazine violated French racial hatred laws.

CRICCF secretary general Vlatko Maric confirmed that Parisian courts have agreed to hear the case and have requested Dylan’s presence during the hearing, the International Business Times reports.

In France, racism complaints automatically trigger formal investigations, irrespective of the merits of the case. Dylan was awarded France’s prestigious Legion d’Honneur award last month in Paris.

Dylan’s remarks have already had a knock-on effect in Croatia, with several radio stations removing his music from their playlists.

The most terrifying advert you will ever watch! Japanese tyre commercial that comes with its own health warning (so don’t blame us…)

Advertisers pride themselves on creating eye-catching commercials.

But this advert is not only definitely eye-catching – it’s heart-stopping and stomach-churning too.

The terrifying TV advert is the creation of a Japanese tyre manufacturer, who want to show just how well their wheels perform in dangerous and unexpected conditions.

And it doesn’t get more unexpected than this – the short 40-second thriller even comes with its own health warning at the start.
After telling the viewer it’s not for the faint of heart, it adds that people should not watch if they have physical or mental problems or need to see their doctor regularly.

And it finally clears themselves of any liability for ‘illness, injuries or damage’ caused by watching.

As the motorist drives through a dark, abandoned road, snowflakes drift across the windscreen.

Out of nowhere, a ghost-like girl dressed only in a thin nightdress can be seen hunched over in the road.

What happens next is guaranteed to make you jump, shriek and vow never to watch television again.

After the terrifying encounter, the motorist can be seen frantically reversing away from the gory spectacle.

The unexpected visitor is seen to be helpfully holding an open laptop with details of the tyre maker Autoway.

Mexican Truck With Radioactive Load Stolen

The U.N. nuclear agency says a truck carrying an extremely dangerous radioactive substance has been stolen in Mexico.

The International Atomic Energy Agency says the truck was carrying cobalt-60, used for radiotherapy treatment to combat cancer. An IAEA statement Wednesday said the truck was stolen Monday while taking the material to a radioactive waste storage center from the northern city of Tijuana.

It says the heist occurred in Tepojaco, a town near Mexico City, and describes the load as “extremely dangerous” if damaged or removed from its protective shielding.

The statement says that Mexican authorities are searching for the material.

WikiLeaks Discloses Confidential U.S. Report on Armenian-Americans

Հարութ Սասունյան

By Harut Sassounian

Publisher, The California Courier

It is always interesting to see how the Armenian community is viewed by outsiders. That perspective becomes more fascinating when the assessment is made by a U.S. diplomat in an internal report.

The large number of classified U.S. government documents released by WikiLeaks include cables sent by the American Embassy in Armenia to the State Department. One of those dispatches, dated Nov. 17, 2009, is a ‘Confidential’ report by Amb. Marie L. Yovanovitch covering her 2009 tour of Los Angeles, Boston, New York City, and Washington, D.C.

Here are highlights of the ambassador’s report, titled: “Experience Engaging Diaspora Communities — Armenia.”

1) The Diocese of the ArmenianApostolicChurch “is under the authority of the Holy See of Etchmiadzin,” while the Prelacy “recognizes the jurisdictional authority of the Armenian Catholicos (head of the Armenian Church) based in Antelias, Lebanon. This is only for administrative purposes though, as, doctrinally, the Prelacy recognizes the theological supremacy of the Catholicos in Etchmiadzin in Armenia. The Prelacy is associated with the Armenian Revolutionary Federation (ARF)/Dashnaks, founded in 1890, and constitutes one of the three largest sectors of the Armenian-American community and are considered conservative in nature.” The report explains that “the ARF/Dashnaks have two goals: recognition that the massacres of Armenians in Turkey in 1915 constitute genocide, and the recovery of the traditional Armenian lands in eastern Turkey.” In all certainty, the Turkish government would not be pleased that a US diplomat has described parts of Turkey as “traditional Armenian lands.” Furthermore, the report states that the ARF “supports a ladies auxiliary association…known as the Armenian Relief Society (ARS), in addition to youth and cultural associations and a large media operation in the United States including newspapers, radio, and television.”

2) The report describes U.S. Armenian Catholics as “the smallest religious denomination…. The Armenian Catholic Church supports a small number of schools and orphanages but has almost no activities in Armenia.”

3) “The Armenian Protestant community is considered the oldest Armenian community in the United States and is very active through their Armenian Missionary Association of America (AMAA).”

4) “The Armenian General Benevolent Union (AGBU), established in 1906, is the second major sector and is the largest charitable organization in the Armenian community…. They are affiliated with the Armenian Democratic Liberal Party (ADL), also known as Ramkavars, which is active (but marginal) in Armenia, the American Diaspora community, and in the Middle East, such as Lebanon.”

5) “The Hnchag, or Armenian Social Democrat Party, is the third of the politically based Armenian community cluster of organizations and the smallest Armenian-community based political party. It functions as a political club in California and publishes a weekly paper.”

6) The report also lists “independent organizations that are non-partisan in character,” such as the Armenian Assembly of America [AAA], Lincy Foundation, Cafesjian Foundation, and Tufenkian Foundation. Interestingly, the Armenian National Committee of America (ANCA) is placed in this category even though the report acknowledges that ANCA is “generally recognized as the lobbying organization of the Dashnaks.”

7) In the humanitarian group, the report includes the Fund for Armenian Relief, Hayastan All Armenian Fund, Children of Armenia Fund, Jinishian Foundation, Armenian EyeCare Project, and Armenia Tree Project, but fails to mention the United Armenian Fund which has delivered close to $700 million of humanitarian aid to Armenia since the earthquake of 1988.

8) Amb. Yovanovitch describes the Ministry of Diaspora and the National Competitiveness Foundation as examples of the Armenian government’s outreach efforts to the Diaspora.

9) The report criticizes the Armenian Diaspora for not supporting “the promotion of democracy, electoral reform, and civil society development in Armenia.” However, it states that Armenian-Americans provide financial support to two think tanks: the ArmenianCenter for National and International Studies, and Civilitas Foundation.

The most interesting aspect of Amb. Yovanovitch’s report is the section on the Armenian-Turkish Protocols. She asserts that Armenian-American groups “pay close attention to Armenia’s foreign policy decisions and are quick to mobilize their supporters against the Armenian government if the Diaspora groups believe the government is not acting in Armenia’s best interests. Many groups oppose the government’s regional reconciliation efforts on the grounds that such reconciliation does not include resolution of the simmering conflict in Nagorno-Karabagh or recognition that the Ottoman Empire engaged in genocide in 1915. Other groups though, such as the Armenian Assembly of America and AGBU, have publicly supported the government’s policies of regional cooperation and an end to Armenia’s isolation in the Caucasus. In September [2009], AAA, AGBU, the Eastern and Western Diocese Churches, and the Ramkavars issued a public statement supporting President Sargsyan’s foreign policy to normalize relations with Turkey.”

Although the Ambassador’s report is informative, it does not accurately and comprehensively cover the full spectrum of the Armenian-American community.

It’s what he would have wanted: The bizarre craze for all-female funeral marching bands sweeping Taiwan

Թայվան, հյուղարկավորություն, կանանց նվագախումբ,մահացած

In Taiwan families are taking a different approach to saying goodbye to their loved ones – by hiring all-female marching bands to perform during the service.

Complete with white Go-go boots and matching uniforms, the women twirl batons and play instruments while marching around the dead body.

The service, which lasts two to three hours, has been set up by Yuan-Rong Life which has a popular marching troupe called ‘Xiu Juan Female Music Band’.

Թայվան, հյուղարկավորություն, կանանց նվագախումբ,մահացած

For small services Yuan-Rong recommends less than eight band members – costing £27 each – but for larger memorials more.

It is not the first time Taiwan has raised a few eyebrows with their taste of funeral ceremonies.

Strippers are sometimes hired who dance for the deceased.

The Taiwanese phenomenon is labelled by some as scandalous, but many hail it as an important part of the grieving process – and the perfect way of sending off their loved ones with a smile.

Elton John’s tour of Russia on verge of collapse after singer makes 50 pages of demands and pledges to show solidarity with persecuted gay community

Էլթոն Ջոն, ռուսաստանյան տուր, նույնասեռականներ

Elton John is due to perform in Russia this Friday and Saturday – but the concerts could be called off by local officials if they believe his performances will break their ‘gay propaganda’ laws.

Despite Sir Elton being one of the most famous performers in the world, having sold more than 250 million records worldwide, if officials suspect he’s going to use his appearances to rail against Russia’s new rulings, they will pull the plug, according to The Times.

Quoting Russian paper Your Day, it reports that preparations for the concerts – in Moscow’s Crocus City Hall and Kazan – have already been a considerable expense.

The rider – a list of requests – apparently runs to 50 pages and includes his hotel dressing room in Moscow being turned into a ‘paradise garden’ populated by ‘decorative birds’ and trees.

Sir Elton said he wanted to perform in Russia to support the gay community.

This summer, anti-gay campaigners warned Elton not to wear ‘flamboyant’ clothes at his planned concert in Krasnodar in July.  The concert was later cancelled when the singer fell ill.

“Suffering” in Bulgaria and Armenia Highest Worldwide

— For the third year in a row, Bulgaria in 2012 once again had the negative distinction of leading the global suffering list, with 39% of Bulgarians rating their lives poorly enough to be considered “suffering.” However, this time, Bulgaria is not alone at the top. Thirty-seven percent of Armenians were suffering, and Cambodians, Haitians, Hungarians, Malagasy, Macedonians, and Iranians followed closely behind.

Gallup classifies respondents as “thriving,” “struggling,” or “suffering” according to how they rate their current and future lives on a ladder scale with steps numbered from zero to 10 based on the Cantril Self-Anchoring Striving Scale. Gallup considers people to be suffering if they rate their current lives a 4 or lower and their lives in five years a 4 or lower. The respondents do not label themselves as suffering.

In 20 out of 143 countries and areas surveyed in 2012, at least a quarter of the adult population rated their lives poorly enough to be considered suffering.

Suffering was 2% or less in 17 countries and areas — most of them wealthier and more developed countries. Some developing countries also made this list: Thailand, Venezuela, Nigeria, the Somaliland region, and Libya.

Results are based on telephone and face-to-face interviews with approximately 1,000 adults, aged 15 and older, per country.

In addition to the main prizes that will be handed out in January 2014, the EU Centre will give out EU Centre goody bags and organise a day full of activities at the EU Centre in Yerevan inviting everyone who participated in the quiz and got all the answers right. The event will focus on three important issues: EU and Armenia relations, EU development cooperation in Armenia and introduce EU funded projects.

The EU Centre is the main feature of the EU funded project “Support to the EU communication on reforms in Armenia”. Its goal is to raise awareness on EU development cooperation in Armenia and support education on the European Union. The Centre’s website is a gateway to EU cooperation with Armenia. The duration of the project is two years and it is implemented by GOPA-Cartermill S.A in consortium with Altair Asesores and Fainberg LLC.
