They used to be four, but now they are three. The bezoar goats went down to the drinking place, they shot, but missed, so bezoar goats could hide,” Lyuba Balyan said.

The observers phoned the State Environmental Inspection, who promised to send its employees on the scene. Under her, the night before when they were watching birds, some people approached them and introduced themselves as forestry enterprise workers and asked whether they had seen any bezoar goats nearby. Then they left. The locals are not excluded to be tippers-off for the hunters, who are willing to pay much money for the hunting of red-listed animals.

Funds raised through Telethon 2013 to launch construction of Vardenis-Martakert Highway

The Hayastan All-Armenian Fund’s upcoming Telethon will be dedicated to raising financial support for the construction of the Vardenis-Martakert Highway. The third project of its kind to be carried out by the fund, the Vardenis-Martakert Highway is expected to be a boon to the further socio-economic development of Artsakh and Armenia alike.

Today it would be hard to exaggerate the crucial role which the Goris-Stepanakert and North-South highways have had in the growth and improved living standards of both republics. The Goris-Stepanakert Highway, which links Artsakh to Armenia, and the North-South Highway, often described as the backbone of Artsakh, have enabled the Hayastan All-Armenian Fund to accelerate the development of infrastructure (including water and gas pipelines and networks) as well as the construction or renovation of schools, clinics, hospitals, and cultural institutions throughout the cities and villages of Artsakh.

The Vardenis-Martakert Highway likewise will be of key economic and humanitarian importance. By functioning as a direct road link, the highway will become a second lifeline between northern Armenia and northern Artsakh, significantly cutting down travel times, boosting the economies of scores of Artsakh communities along its path, stimulating inter-community ties, and vastly improving geographic access for implementing local development initiatives. Currently the only land-travel link between Artsakh and Armenia is the Berdzor community, through which passes the Goris-Stepanakert Highway.

The highway’s construction will include, in addition to paving and the painting of pavement markings, the installation of water-removal and snowdrift-control systems as well as protective barriers and road signs. Design tweaks and special safety measures will be applied in highway sections prone to landslides. These measures will comprise the construction of support walls and rockfall-attenuation structures, and the removal of rocks. In addition, the project entails the renovation or refitting of 16 bridges along the route.

The Vardenis-Martakert Highway will bring economic benefits to communities located within up to 20 kilometers on either side of the route. Villages that lie within two to three kilometers of the future highway include Drmbon, Kochoghut, Verin Horatagh, Vaghuhas, Haterk, Getavan, Chapar, Khnkavan, Charektar, Nor Erkej, Dadivank, Nor Getashen, Knaravan, and Yeghegnut. Outlying villages, located five or more kilometers from the highway, include Karvachar, Nor Gharachinar, Harutagomer, Zardakhach, Hamshak, Chapni, Chinavan, Nor Kharkhapur, Shigkar, Nor Brajur, Yeghtsin, Zovk, Nor Vernashen, Msheni, and Nor Manashid.

Hayastan All-Armenian Fund constructing medical center in Khachardzan

Kachardzan Medical center

Yerevan, October 4, 2013- With financial support from its Argentinean affiliate (benefactor – Kalciyan family), the Hayastan All-Armenian Fund is building a medical center in Khachardzan, a village in Armenia’s Tavush Region. The facility will also include a multifunctional events hall for use by various community organizations.

Currently construction crews are working on the interior and exterior trimming as well as landscaping of the structure, which is slated to open by the end of 2013.

This is a vitally important project for our village,” said Khachardzan mayor Gagik Shahnazaryan. “Thanks to the initiative, our residents will be able to receive quality healthcare at a state-of-the-art clinic, only in acute emergency cases having to be transported to a regional hospital.”

Commenting on the issues that continue to impact Khachardzan’s quality of life, Shahnazaryan said the most urgent is the lack of a potable-water network — a problem the community has had to contend with since the 1990s.

A large proportion of Khachardzan’s 400 residents are refugees. The community’s main occupation is cattle breeding. Khachardzan (which means “cross statue”) is named after the numerous historic cross stones found throughout the village.

“Peace in the region is one of the key issues of the young generation”, as was mentioned by Atom Mkhitaryan

kobuleti

The youth camp “Let’s Try!” collected 50 youngsters from Armenia, Azerbaijan and Georgia on 25-30 August in Kobuleti, Georgia. The Project participants have been selected by the three coordinating organizations taking into account their motivation.

“If in Europe the international youth cooperation is developed enough, in the Caucasus countries we still have problems. The youth NGOs and clubs do not have relevant information about opportunities of youth projects or about the regional cooperation. Still public diplomacy mechanisms should be developed. Peace in the region is one of the key

issues of the young generation”, as was mentioned by Atom Mkhitaryan, the President of the Federation of Youth Clubs of Armenia (FYCA).

With the financial assistance of the US Embassy of Armenia and with the collaboration with Droni youth organization (Georgia) and Free Youth Association (Azerbaijan) FYCA supports active youth groups and initiatives, in particular the youngsters of the region who are considered to be public diplomats, with the aim of youth dialogue development and strengthening the trust in the region.

Youth has an important role in the peacebuilding process. The aim of the Project is to promote the development of youth projects and youth NGOs of Armenia, Azerbaijan and Georgia through non formal education and to involve them in the process of public diplomacy of the region.

According to Atom Mkhitaryan the Project “Let’s Try” has put forward the idea of ensuring an atmosphere of dialogue in the Caucasus through youth non formal meetings. In three countries youth initiative groups will be created where active youngsters of 18-25 will be involved. In the meantime the Project organizers will promote the youngsters be more active using all the opportunities of the mass media, as well as it is anticipated that a regional youth network will be created.

During the youth summer camp “Let’s Try” the youngsters got acquainted with mechanisms of human rights, communication, the role of the mass media and the development of the public opinion. The Project participants watched the movie “Youth – A Step Forward” produced by FYCA during the camp. Also they took photos with the topic of peace in Batumi and Kobuleti which at the end of the Project were exhibited near one of the seashores of Kobuleti where a number of people were found. The camp was concluded with a flashmob with the theme “Youth for Peace” organized by joint efforts of youngsters.

Davit Tonoyan held separate meetings with the UNHCR representative in Armenia Mr.Damtew Dessalegne

դավիթ-տոնոյանOn August 23, First Deputy Minister of Defense Davit Tonoyan held separate meetings with the UNHCR representative in Armenia Mr.Damtew Dessalegne and with the head of the International Committee of the Red Cross (ICRC) in Armenia, Mr.Lorenzo Caraffi.

During both meetings parties discussed issues regarding the Armenian POW Hakob Injighulyan. D. Tonoyan particularly expressed his concern over the fact, that the Azerbaijani authorities continue to violate principles of international law with regard to Hakob Injighulyan and that competent international humanitarian organizations, human rights defenders and international community have not shown any reaction to the lack of restraint on part of Azerbaijan is rather perplexing.

Alleged “interviews” with Hakob Injighulyan recently recorded and broadcasted by the Azerbaijani authorities-which again testify to the informational war against Armenia on a rather very primitive level and aim to hinder the process of Injighulyan’s repatriation – have not been condemned by a single international organization. It is obvious that Injighulyan is forced to come up with controversial statements under psychological intimidation and most probably under the threat of physical abuse which has become a common way of acting for the Azerbaijani authorities under wide-spread impunity. Hakob Injighulyan’s request for resettling him in a 3rd country should be taken into consideration if he was assured  of the right  to express his wish in a free, unhindered and informed  manner and by no means under constant pressure .

He also reiterated the pledge of the Armenian authorities not to subject Injighulyan to criminal prosecution in view of the absence of corpus dilecti in his case and informed aboutintentions to ask UNHCR to use its good offices when they are engaged and inform Injighulyan duly of this commitment.

It is noteworthy that no repatriated POW of Armenian nationality has been subject to such prosecution with most of themtaking up their service in their homeland.

It was also said, that  the Armenian side believes international humanitarian organizations should engage themselves to a maximum extent facilitating the prompt repatriation of Injighulyan and will object to any attempt ofhis resettlement in a 3rd country considering them unjustified and groundless.

Hakob Injighulyan will not be subject to criminal prosecution upon his repatriation

g_image-էA criminal case has been initiated on the fact of Hakob Injighulyan’snot returning back to his military postunder Article 365 Paragraph 1 of the Criminal Code of the Republic of Armenia.

Preliminary investigation findings have not established corpus delictiin Hakob Injighulyan’s actions. It was justified and proved that Injighulyan appeared on the territory under the protection of the Azerbaijani forces exceptionally in the result of losing his bearings on the terrain, and he will not be subject to criminal prosecution upon his repatriation.

SCR Urges Citizens to Follow Safety Rules on the Railway

ЮКЖД призывает граждан соблюдать правила безопасности на железной дорогеOn July 28, 2013 at 17: 25 on the 2803 km of railway line Qarakert-Arteni a freight train collided with cattle. The Rolling stock of 22 cars weighing 1,738 tons drove onto 6 cows. The collision caused a breakdown of the train the repair of which took an hour at Qarakert station.

In connection with the recent incident on the track CJSC “South Caucasus Railway” once again reminds citizens to follow safety standards and do not use the way for grazing and transhumance.

SCR encourages citizens to be more attentive at the railway stations, while transition the tracks. The company requires to strictly follow safety standards and calls on citizens not to cross the railroad tracks not on the proper location.

For its part, SCR takes all necessary measure to ensure traffic safety: holds a program of repair of railway crossings, regularly carried out to identify shortcomings on crossings, conducts technical studies for the duties and spreads fliers among drivers about road safety.

Rail transport like automobile can not stop at once: in an emergency stopping passenger trains pass a distance of at least 800 meters. Be careful and remember that by your wrong actions you endanger not only yourselves, but also the lives and health of passengers!

President Serzh Sargsyan met with the members of the Public Council

3444 (1)

President Serzh Sargsyan met today with the members of the Public Council.

Discussed was a wide framework of issues pertinent to the internal as well as foreign policy, ranging from the problems of the state policy on culture, risks related to the water resources of Ararat valley up to the problems associated with the preservation of the historical and cultural heritage in Yerevan and proposals aimed at the modernization of the telecommunication system.

Considering that the extensive agenda involves different areas and each of them independently, according to the President, could become a topic for consultations, President Serzh Sargsyan expressed hope that the presented issues and corresponding documentation have already been discussed at the Public Council and the Council will continue to work them over with the relevant agencies, trying to be useful to these agencies in finding efficient solutions for the raised issues.

Serzh Sargsyan noted that the highlighting of the problems which interest our society during such meetings and consultations with the President doesn’t necessarily mean that the Public Council has finished its job and from now on these issues have become the President’s problem. “If an issue relates to our foreign policy or national security, I may accept that, however in all other cases, it is assumed that you continue to push these issues forward with the same vigor and make efforts, along with the state structures, to find solutions acceptable for the society and the state,” President Sargsyan said at the beginning of the meeting.

Before turning to the agenda items, the Chairman of the Public Council Vazgen Manukian spoke about the activities of this four-year old structure; a skeptical attitude toward the Public Council which was present right after its creation and voiced criticism. He said that now, after certain work has been done there is a positive attitude of the public toward the Council and its achievements. V. Manukian also spoke about current problems of the Council and ideas regarding its future. “In fall, concluding our work, we will present to our society and the President results of our activities of four years and, hopefully, also in fall, we will have a law on the Public Council. At any rate, the draft law will be introduced in the National Assembly in early fall,” the Chairman of the Public Council said.

For the structure under his leadership, Vazgen Manukian stressed the importance of authority which any such structure should have and underscored three important factors to achieve that: personal repute of each member of the Public Council, the degree of independence and unrestraint of the Public Council in raising different issues, and at the same time, its impartial and non-populist stance.

President Serzh Sargsyan concurred that the Public Council has traveled a difficult road since its creation and has gone through some harsh criticism. “As the saying goes, any good deed is reprehensible. We have to learn to work in these conditions. I believe that we have left behind the part of the road which had to be traveled together and in fall I will be ready to discuss the draft of the law you’ve mentioned,” President Serzh Sargsyan said.

Perspectives of the CSTO’s peacekeeping: commitment of Armenia to facilitate international peacekeeping cooperation

As we have reported, on June 26-27, Yerevan hosted the Second Strategic Policy Forum “POLITICAL AND SECURITY GUIDELINES FOR THE FORMATION OF THE CSTO’S MILITARY COMPONENT” organized by the Institute for National Strategic Studies MOD, Armenia (INSS), the Secretariat of the CSTO and the independent non-profit organization “Institute of the CSTO”. It should be noted that the Forum was attended by both the specialists of the CSTO member states and the representatives from the OSCE Minsk Group Co-chair states (Russia, the US and France), as well as from international organizations accredited to Yerevan. The President of Armenia Serzh Sargsyan welcomed the Forum.

Praising the success of the Forum, the CSTO Secretary General Nikolai Bordyuzha suggested to establish the Annual Strategic Policy Forum on the basis of the INSS, MOD, Armenia grounded on the experience of conducting academic and expert forums on the most topical issues of the Organization’s development. It is proposed to extend the participation format of the Forum to an international level ‒ involving all the parties interested in the strengthening of the collective security in the context of the overall interests of maintaining peace, stability and global security.

Here is the presentation of one of the key organizers of the Second Strategic Policy Forum ‒ Doctor of Political Science (Russia), Counterterrorism Fellow (the US), Head of the INSS, MOD, Armenia, Major-General Hayk Kotanjian on the topic “PEACEKEEPING AS AN IMPORTANT PART OF THE CSTO’S MILITARY COMPONENT: PLACE AND ROLE OF ARMENIA”.

It is well known, that peacekeeping activities are crucial in preventing and settling armed conflicts, and involvement of individual countries or international organizations in peacekeeping processes significantly raises their profile, promotes national and collective interests within the international community, strengthens their military and political positions in the system of international security.

Realizing the importance of peacekeeping in ensuring international security and stability the Collective Security Treaty Organization (CSTO) consistently increases the normative-regulatory framework for coordinating its activities in this area. As we know, on October 6, 2007 the “Agreement on peacekeeping activities of the Collective Security Treaty Organization” was signed in Dushanbe, which came into force in January 2009.

According to Article 2 of the Agreement, the establishment of peacekeeping forces – acting on a permanent basis – is envisaged for the participation in peacekeeping operations. For the acquisition of peacekeeping forces the states parties – in accordance with their national law – are prescribed to allocate peacekeeping contingents. In fact, the establishment of a permanent peacekeeping collective military formation is envisaged within the confines of a collective security organization that is still unprecedented in international practice. Today no international organization has peacekeeping forces acting on a permanent basis. For example, the UN has a system of the so-called “stand-by arrangements”. Thus, the CSTO may become the first international organization that will have “blue helmets” constantly ready for action.

Although more than four years have passed since the Agreement entered into force, and during that time within the framework of the Organization a political and legal basis for the formation and use of peacekeeping forces has been successively developing – Methodical guidelines were worked out for the training of peacekeeping troops – the CSTO’s peacekeeping activities in comparison with those of the UN, NATO and the EU aimed at resolving conflicts remain quite passive. It should be mentioned, that the cooperation of the Organization’s member states in the field of peacekeeping still does not extend beyond joint exercises. In the fall of 2012, Kazakhstan hosted the first exercises of the CSTO member states’ peacekeeping forces “Unbreakable brotherhood-2012”, and the following exercises are to be held in October 2013 in Russia.

According to Article 3 of the abovementioned Agreement, the decision to conduct a peacekeeping operation in the territory of the member states is made by the Collective Security Council (CSC), taking into account their national legislation, on the basis of an official request of a member state to conduct peacekeeping operations in its territory or by the decision of the UN Security Council to conduct a peacekeeping operation in the territory of non-CSTO member states.

Thus, although the mechanisms of peacekeeping operations in the Organization’s zone of responsibility and beyond are normatively identified, in fact, the CSTO is not able to implement certain activities in this direction yet.

Meanwhile, the Agreement and other basic documents on the CSTO’s peacekeeping activities will have a real practical significance only if the CSTO takes the initiative to be integrated into the international security processes of conflict settlement in the “hot spots” of our planet.

The implementation of peacekeeping operations in the territory of the Organization’s member states from the political point of view appears to be problematic only because of possible assessments of goal setting and substance of operations. In other words, we are talking about the guarantees to distance the peacekeeping within the CSTO from punitive functions. As for political and legal competence of such operations – for their implementation the Article 3 requires only a decision of the CSTO’s Collective Security Council, and the UN mandate is not compulsory.

Perhaps at an early stage of implementing its legal and regulatory basis the CSTO should focus on peacekeeping operations beyond its zone of responsibility, after the example of NATO strengthening the cooperation with the UN and providing peacekeeping contingents for its missions. The “Memorandum of Understanding between the UN Department of Peacekeeping Operations and the Secretariat of the Collective Security Treaty Organization” signed last year could serve as a basis for such cooperation. As we have already noted, the participation in peacekeeping operations under the UN mandate would substantially increase the prestige of the corresponding CSTO in the field of international security.

From the organizational and practical perspective, the questions about the representation format of the states parties in the CSTO’s permanent collective peacekeeping brigade, the development of its final structure have to be discussed, taking into account the resources and some other features of the represented countries that is connected with the need for additional consultations at the level of Heads of States of the CSTO.

At the same time, there is another option for the participation of the CSTO in peacekeeping missions. According to Article 8 of the Agreement, the CSTO may conclude collective stand-by arrangements with the UN, and each member state having such an arrangement may participate in joint peacekeeping operations of the Organization under the UN mandate or under the auspices of corresponding regional organizations, in the latter case after informing the Collective Security Council.

This practice is widely used in international relations. For example, NATO under the UN mandate is actively involved in peacekeeping operations in different continents of the world. According to this practice, the CSTO can also take responsibility for conducting peacekeeping operations. Individual countries have the right to conclude framework agreements with the CSTO, and perform peacekeeping operations under the command of one of the members of the Organization authorized to coordinate the mission.

For the development of the peacekeeping institute within the framework of the CSTO it is important to build new relations with NATO – a highly experienced actor that has a well-established key role in the system of global security. Joint peacekeeping operations involving the individual member states of the Alliance and the CSTO could be one of the initial platforms on which it will be possible to generate a fruitful cooperation. In this sense, the organization of joint peacekeeping activities in conflict regions where the interests of the two organizations are the same seems expedient.

In connection with the establishment of relations with NATO, the emerging recent trends of the CSTO’s revitalization in the Central Asian region are noteworthy. Inside the CSTO there is a dominating view that after the withdrawal of coalition troops from Afghanistan, the situation in the countries of the region will worsen, and there can be a threat to the security of Central Asia and the CSTO as a whole. In this regard, during the CSTO Council meeting in Moscow on November 17, 2011, the CSTO’s Action Plan Project was agreed on the neutralization of potential challenges and threats coming from Afghanistan.

In December 2011, as a participant of the Afghan war I had a chance to speak at the special meeting of the Academic-Expert Council of the CSTO on Afghanistan. Recently I had the opportunity to participate in the discussion of this important issue organized by the CSTO Analytical Association in Bishkek. In my opinion, the interest in peacekeeping cooperation shown by the American experts from the Harvard University National Security Program is worthy of attention. The promotion of a dialogue on the fight against threats from Afghanistan after the withdrawal of coalition forces seems promising not only in the format of “Russia-US”, but also “US-CSTO” or “6+1” – commensurate with the parallel partnership in the format of “NATO-Russia” or “28+1”. The emerging trend of the renewal of the dialogue between the President of the Russian Federation Mr. Vladimir Putin and the US President Mr. Barack Obama on finding solutions to the global security problems can contribute to this endeavour.

From the point of view of supporting this dialogue and establishing the cooperation in the field of international peacekeeping among the states and organizations Armenia can play a certain role being Russia’s strategic ally and the partner of the United States, as well as a founding member of the CSTO and partner of NATO, having extensive experience in peacekeeping operations conducted by coalition forces of the Alliance and the forces of partner states, as well as in the exercises of the CSTO within the operating Collective Rapid Reaction Force.

Since 2004, Armenia has participated in the NATO-led Peacekeeping Force in Kosovo. In 2005-2008, the Armenian peacekeepers have also gained useful experience participating in the US-led peacekeeping coalition in Iraq. Since 2009, Armenia has contributed to the peacekeeping mission of the International Security Assistance Force in Afghanistan.

The recent official appeal of Italy – the country-commander that implements UNIFIL peacekeeping mission in Lebanon under the auspices of the UN – with a proposal to include in the mission an Armenian detachment, which will have to ensure the security of the mission’s headquarters confirms the credibility of Armenia as a “peacemaker state”. The prerequisites for sending a detachment to Lebanon have recently been discussed by the Chiefs of Staff of the Republic of Armenia and the Republic of Italy. The possibility of future participation of the RA peacekeeping mission under the UN mandate in North Africa is also being considered.

Thus, Armenia can contribute to the formation of the peacekeeping element within the CSTO’s military component, supporting its transformation into a multifunctional actor not only of regional but also of global security.

In conclusion, we consider it appropriate to reiterate the urgent need for the CSTO’s peacekeeping activities to expand beyond the exercises in the formation of the Military component of the Organization and reach the level of active involvement in the international peacekeeping operations.

Thank you.

Open letter to the president of the NKR, Mr. Bako Sahaki Sahakyan

Բակո Սահակի Սահակյան      Honorable Mr. President, the deficient situation of a series of disturbing and discouraging problems, stretching deeper roots each day, oblige us to inform you about their disastrous consequences.

“Free life in the fatherland” – it is with this idea that all Armenians stood up to free the fatherland from the enemy, to live and freely build a home. However 21 years have passed since the victory, but the building of a home in their own liberated land has remained a vital problem for Shushi’s inhabitants.

I consider it necessary to remind you about the fact that, while people worried about this problem are seeking pieces of land, there are several pieces of deserted land that belong to different officials and individual oligarchs. With my application filed earlier this year (N1/104), on May the 20th, I demanded that their names and the sizes of the land pieces belonging to them be made public, but I received a refusal and a strongly groundless answer, which is in contradiction with the NKR law on freedom of information.

If state statistical information about these land pieces will be published, then the Armenian will wake up and realize for whom he has made war and liberated the land of Artsakh. Is it possible that’s how it should be in a democratic country, or maybe European structures will remain indifferent to such dictatorial phenomena?  I don’t think that Artsakh needs to be expressed as European emphasis.

The current situation, extremely disappointing and creating a strongly negative thought about the state and ruling classes, fully allows one to think that the Artsakhtsi, according to an unwritten law, doesn’t have the right to land in his liberated land.

“Since the first days of Shushi’s liberation, I have been living in Shushi for almost 20 years now. I patiently went through all the post-war trials, hoping that one day my turn ill come to have a piece of land in the homeland, where I can build a home and have a family. However, it recently became known that this is mostly a monopoly of oligarchs and officials.  A clear expression of this is the stop of land allocation by Shushi’s local administration and, as a continuation, decision regarding the sale of the remaining free and hardly reachable pieces of land in Shushi through auction, following the “you have money, you will have land” principle. Of course, this means that having land, building a home and live in Artsakh is the right of those who have great sums of money and can win lands in the auction sales.

Please tell me, what should I call ‘Homeland’? The lands of officials and oligarchs? When due to the arbitrariness of the Artsakh government I don’t even have a small piece of the large lands, so I can build a home with my own hands’ work and have a family. The only thing left to do is draw the Diaspora’s attention and ask for support in finding a solution to this and similar problems, why not, even apply to European structures. Otherwise, I have no intention of complying with this “I don’t give a damn” way of working of the authorities and to wait in vain for justice and I myself will be forced to join the  large groups of emigrants”, says Sipan Petrosyan, inhabitant of Shushi. Not having any property, he filed an application to the municipality of Shushi, received a refusal, motivated by the fact that in 2012, pieces of land were allocated to his two brothers at a cadastral price. However, all property rights belong to his brothers and the applicant is not authorized to carry out any construction works in the mentioned land pieces. As a matter of fact, the Shushi local administration’s response to the abovementioned application of Sipan Petrosyan is strongly groundless and illegitimate.

During the processing of such situations, as a natural consequence, a considerable part of cases discussed in European structures deal with similar situations, where all violations of human rights prescribed by the legislation of the NKR will be mentioned. More, in European structures such cases will simply end in favor of the applicant. As a result, the highest state authorities will have to face the obligation of finding a global solution to such problems.

Certain official, not being under verification by the competent state bodies, allowed themselves to abuse the official position in allocating land pieces in Shushi and in auction sales and sign a series of groundless contract with different persons. In order for these land piece allocation problems not to finally become a cause of emigration, we consider it necessary to ask you the following:

a)      The government of the independent Republic of Artsakh should adopt a fair decision and carry out a very important project. That is recognizing all  land pieces and ruins fit for building housing as prevailing state interest and allocate them with priority right to private individuals for building a house and settling in the fatherland, with the objective to prevent emigration from Artsakh and de-Armenization.

b)     After the decision of the NKR government regarding the recognition as prevailing state interest takes effect, the basis of all the decision made by the prefecture and the city hall of Shushi regarding the whole process of allocation and auction sale of land pieces, from the past years as well as current ones, should be reinvestigated and supervised by a several competent state bodies.

c)      The state must start proceedings against employees of local administration on grounds of not carrying out their obligations as prescribed by the law or deficiently carrying them out, as well as abusing their official position.

d)     A permanent commission under the direct control of the NKR governmentshould be created; this commission should check in what measure the past land piece allocations are fair and legitimate, as the legal decisions of European structures have not yet been called to life. Competent state bodies and local administration must not discriminate between oligarchs, officials and simple NKR citizen, but must be guided by the principles of democracy․

Most honourable Mr. President, in order to find a solution to this and similar nation destructive problems, we are expecting a fair decision from you, in the name of our martyrs, our heroic freedom fighters and the protection of the rights of our victorious people, which as the right to live in its victorious land like a victorious person.

Thank you in advance.

NKR citizen Ruzanna Tsatryan
