The dress that moves when you look at it: Hi-tech glow-in-the-dark outfit made from the world’s lightest fabric responds to people’s gaze

hi-tech dress 4A forward-thinking Chinese fashion designer has used complex sensory technology to create a dress that moves, changes shape and even lights up when it is looked at.

Montreal-based designer Ying Gao installed her high-fashion creations with eye-tracking technology so that they activate when they sense someone’s gaze.

Gao’s loose white and ivory shift dresses are made from shredded and ruched super-organza- the world’s lightest fabric.

They are sewn with photoluminescent thread and contain tiny eye-tracking electronic devices.

The gaze-activated dresses have small motors sewn into them that can move parts of the dress and make them change shape.

Sensory technology is used to transform the garments from pale, ethereal dresses into luminescent art works that resemble jellyfish.

Justin Bieber Wants to ‘Start a Family’ Young

justin-bieber-wants-to-start-a-family-youngJustin Bieber says that he wants to get married at young age. In a new special issue of Us Magazine, the 19-year-old popstar says that he dreams of a romantic relationship like what his grandparents have. “My grandparents Bruce and Diane Dale are my relationship role models. They love each other so much, after so many years! When I’m their age, I want to be as in love with my wife as my grandfather is with his,” Bieber tells the magazine.

He wants to “get married and start a family” while he is young. However, he has to find a girlfriend first. His romantic relationship with Selena Gomez ended earlier this year, but they were caught sharing a hug and kiss on cheek at the Billboard Music Awards.

“As long as people are kind to each other during a breakup, there is no reason they can’t be friends,” he says. The Canadian singer adds that “a lot of people give me relationship advice.” The best advice he got is “be patient and listen.” He explains, “I’m still growing. I’m trying to be a better person every day.”

Bieber probably has found someone he likes. He was caught on camera cozying up to a blonde woman during outing in a Las Vegas Indoor Skydiving on June 16. A picture shows him lying his head on the woman’s lap. His face was half-covered by his cap. A source said that it happened “right before the flight, in a second waiting room area. She was caressing him on the head and shoulders.”

Tottenham enter race for Mkhitaryan as Liverpool face fight to land £20m midfielder

mkhitaryan
Tottenham are poised to hijack Liverpool’s £20million move for Shakhtar Donetsk playmaker Henrikh Mkhitaryan.

Anfield boss Brendan Rodgers looked to be pole position to land the talented attacking midfielder, but Spurs have now entered the race to land the Armenia international.

It is understood Mkhitaryan’s advisors have held initial talks with Tottenham chiefs regarding a possible move to White Hart Lane next season.

Spurs are currently focused on completing a £17million move for Corinthians midfielder Paulinho, who is expected rubber-stamp his switch after Sunday’s Confederations Cup final.

But once the Brazil international’s move is over the line, Tottenham will look to make progress on other targets – with Mkhitaryan one of the options being considered.

Sportsmail revealed this week how Champions League finalists Borussia Dortmund made a £19.5million offer for the 24-year-old.

But Shakthar insist they want at least £25million for the player, who has also interested Chelsea and Manchester City.

Dozens Arrested at Gay Pride Rally in Russia

Russia Gay RightsRussian police arrested several gay rights activists and Russian nationalists who confronted them at a rally Saturday that was declared illegal under a new law against “gay propaganda.”

Officials in St. Petersburg deemed that the rally, which took place in a space designated for public demonstrations, violated the law. The statute essentially prohibits public displays of homosexuality, as well as talking about it to children.

About 200 nationalists also gathered at the rally, chanting slogans such as “Sodomy will not pass,” and throwing eggs and rocks at the gay-rights activists, who numbered about 40.

The state-run Itar-TASS news agency quoted an unnamed police official as saying police arrested dozens of people, including eight nationalists.

The official said city authorities banned the rally beforehand for violating the “gay propaganda” law, even though using the space does not require the prior approval of city authorities, unlike other public rallies.

Russia’s parliament passed a law banning “gay propaganda” earlier this month. St. Petersburg was one of several cities to pass similar laws at local level before that.

Bert Stern’s iconic Marilyn Monroe portraits to go under the hammer as legendary photographer dies aged 83

merlin monro 12 Bert Stern, the famed photographer best known for his sensual portraits of Marilyn Monroe, passed away on Wednesday at 83 years old – but his iconic images are set to live on, most likely in other people’s living rooms. Stern’s raw and poignant series of Monroe, The Last Sitting, photographed for Vogue at the Bel Air Hotel in Los Angeles just weeks before her drug overdose death, will be auctioned off on September 10. The 2,500 photographs, taken over three days in June 1962, were originally published in a 1982 book titled The Last Sitting, and a second book, Marilyn Monroe: The Complete Last Sitting, that came out in 2000. Stern died Wednesday at his Manhattan home, confirmed Ms Laumeister, who said she and Stern had been secretly married since 2009. ‘He’ll be remembered as someone who loved women and loved taking pictures and putting things he felt strongly about in the camera,’ she said. Salini wants to donate 20 million euros to restore Pompeii

(Reuters)- Italian construction magnate Pietro Salini is prepared to donate 20 million euros ($26 million) to help restore and preserve the ancient city of Pompeii, which has been damaged by weather and plagued by the mafia and corrupt management.

“It would be a crime to let Pompeii crumble,” Salini, CEO of Impregilo, said at a press conference on Thursday to present the construction company’s new strategy plan following a takeover of Impregilo by his family owned group.

When the nearby Mount Vesuvius erupted in 79 AD, the Roman city of Pompeii was buried in ash for centuries underground. Excavations have uncovered portions of the city, exposing it to the elements and turning it into one of Italy’s top tourist sites.

Salini said his aim was to attract other international donors to help relaunch one of the world’s most treasured archaeological sites.

Italy declared a state of emergency in Pompeii in 2008 after archaeologists complained about poor upkeep, mismanagement and lack of investment.

In February, the European Union launched a 105-million-euro restoration of Pompeii and said it would seek to protect conservation funds from the local mafia.

The EU project began a day after police arrested a restorer on suspicion of pocketing hugely inflated fees for work at the crumbling ancient town.

Salini’s plan echoes similar moves by Italian companies to help the country’s cultural heritage such as the restoration of Rome’s Colosseum sponsored by luxury shoemaker Tod’s.

Perspectives of the CSTO’s peacekeeping: commitment of Armenia to facilitate international peacekeeping cooperation

As we have reported, on June 26-27, Yerevan hosted the Second Strategic Policy Forum “POLITICAL AND SECURITY GUIDELINES FOR THE FORMATION OF THE CSTO’S MILITARY COMPONENT” organized by the Institute for National Strategic Studies MOD, Armenia (INSS), the Secretariat of the CSTO and the independent non-profit organization “Institute of the CSTO”. It should be noted that the Forum was attended by both the specialists of the CSTO member states and the representatives from the OSCE Minsk Group Co-chair states (Russia, the US and France), as well as from international organizations accredited to Yerevan. The President of Armenia Serzh Sargsyan welcomed the Forum.

Praising the success of the Forum, the CSTO Secretary General Nikolai Bordyuzha suggested to establish the Annual Strategic Policy Forum on the basis of the INSS, MOD, Armenia grounded on the experience of conducting academic and expert forums on the most topical issues of the Organization’s development. It is proposed to extend the participation format of the Forum to an international level ‒ involving all the parties interested in the strengthening of the collective security in the context of the overall interests of maintaining peace, stability and global security.

Here is the presentation of one of the key organizers of the Second Strategic Policy Forum ‒ Doctor of Political Science (Russia), Counterterrorism Fellow (the US), Head of the INSS, MOD, Armenia, Major-General Hayk Kotanjian on the topic “PEACEKEEPING AS AN IMPORTANT PART OF THE CSTO’S MILITARY COMPONENT: PLACE AND ROLE OF ARMENIA”.

It is well known, that peacekeeping activities are crucial in preventing and settling armed conflicts, and involvement of individual countries or international organizations in peacekeeping processes significantly raises their profile, promotes national and collective interests within the international community, strengthens their military and political positions in the system of international security.

Realizing the importance of peacekeeping in ensuring international security and stability the Collective Security Treaty Organization (CSTO) consistently increases the normative-regulatory framework for coordinating its activities in this area. As we know, on October 6, 2007 the “Agreement on peacekeeping activities of the Collective Security Treaty Organization” was signed in Dushanbe, which came into force in January 2009.

According to Article 2 of the Agreement, the establishment of peacekeeping forces – acting on a permanent basis – is envisaged for the participation in peacekeeping operations. For the acquisition of peacekeeping forces the states parties – in accordance with their national law – are prescribed to allocate peacekeeping contingents. In fact, the establishment of a permanent peacekeeping collective military formation is envisaged within the confines of a collective security organization that is still unprecedented in international practice. Today no international organization has peacekeeping forces acting on a permanent basis. For example, the UN has a system of the so-called “stand-by arrangements”. Thus, the CSTO may become the first international organization that will have “blue helmets” constantly ready for action.

Although more than four years have passed since the Agreement entered into force, and during that time within the framework of the Organization a political and legal basis for the formation and use of peacekeeping forces has been successively developing – Methodical guidelines were worked out for the training of peacekeeping troops – the CSTO’s peacekeeping activities in comparison with those of the UN, NATO and the EU aimed at resolving conflicts remain quite passive. It should be mentioned, that the cooperation of the Organization’s member states in the field of peacekeeping still does not extend beyond joint exercises. In the fall of 2012, Kazakhstan hosted the first exercises of the CSTO member states’ peacekeeping forces “Unbreakable brotherhood-2012”, and the following exercises are to be held in October 2013 in Russia.

According to Article 3 of the abovementioned Agreement, the decision to conduct a peacekeeping operation in the territory of the member states is made by the Collective Security Council (CSC), taking into account their national legislation, on the basis of an official request of a member state to conduct peacekeeping operations in its territory or by the decision of the UN Security Council to conduct a peacekeeping operation in the territory of non-CSTO member states.

Thus, although the mechanisms of peacekeeping operations in the Organization’s zone of responsibility and beyond are normatively identified, in fact, the CSTO is not able to implement certain activities in this direction yet.

Meanwhile, the Agreement and other basic documents on the CSTO’s peacekeeping activities will have a real practical significance only if the CSTO takes the initiative to be integrated into the international security processes of conflict settlement in the “hot spots” of our planet.

The implementation of peacekeeping operations in the territory of the Organization’s member states from the political point of view appears to be problematic only because of possible assessments of goal setting and substance of operations. In other words, we are talking about the guarantees to distance the peacekeeping within the CSTO from punitive functions. As for political and legal competence of such operations – for their implementation the Article 3 requires only a decision of the CSTO’s Collective Security Council, and the UN mandate is not compulsory.

Perhaps at an early stage of implementing its legal and regulatory basis the CSTO should focus on peacekeeping operations beyond its zone of responsibility, after the example of NATO strengthening the cooperation with the UN and providing peacekeeping contingents for its missions. The “Memorandum of Understanding between the UN Department of Peacekeeping Operations and the Secretariat of the Collective Security Treaty Organization” signed last year could serve as a basis for such cooperation. As we have already noted, the participation in peacekeeping operations under the UN mandate would substantially increase the prestige of the corresponding CSTO in the field of international security.

From the organizational and practical perspective, the questions about the representation format of the states parties in the CSTO’s permanent collective peacekeeping brigade, the development of its final structure have to be discussed, taking into account the resources and some other features of the represented countries that is connected with the need for additional consultations at the level of Heads of States of the CSTO.

At the same time, there is another option for the participation of the CSTO in peacekeeping missions. According to Article 8 of the Agreement, the CSTO may conclude collective stand-by arrangements with the UN, and each member state having such an arrangement may participate in joint peacekeeping operations of the Organization under the UN mandate or under the auspices of corresponding regional organizations, in the latter case after informing the Collective Security Council.

This practice is widely used in international relations. For example, NATO under the UN mandate is actively involved in peacekeeping operations in different continents of the world. According to this practice, the CSTO can also take responsibility for conducting peacekeeping operations. Individual countries have the right to conclude framework agreements with the CSTO, and perform peacekeeping operations under the command of one of the members of the Organization authorized to coordinate the mission.

For the development of the peacekeeping institute within the framework of the CSTO it is important to build new relations with NATO – a highly experienced actor that has a well-established key role in the system of global security. Joint peacekeeping operations involving the individual member states of the Alliance and the CSTO could be one of the initial platforms on which it will be possible to generate a fruitful cooperation. In this sense, the organization of joint peacekeeping activities in conflict regions where the interests of the two organizations are the same seems expedient.

In connection with the establishment of relations with NATO, the emerging recent trends of the CSTO’s revitalization in the Central Asian region are noteworthy. Inside the CSTO there is a dominating view that after the withdrawal of coalition troops from Afghanistan, the situation in the countries of the region will worsen, and there can be a threat to the security of Central Asia and the CSTO as a whole. In this regard, during the CSTO Council meeting in Moscow on November 17, 2011, the CSTO’s Action Plan Project was agreed on the neutralization of potential challenges and threats coming from Afghanistan.

In December 2011, as a participant of the Afghan war I had a chance to speak at the special meeting of the Academic-Expert Council of the CSTO on Afghanistan. Recently I had the opportunity to participate in the discussion of this important issue organized by the CSTO Analytical Association in Bishkek. In my opinion, the interest in peacekeeping cooperation shown by the American experts from the Harvard University National Security Program is worthy of attention. The promotion of a dialogue on the fight against threats from Afghanistan after the withdrawal of coalition forces seems promising not only in the format of “Russia-US”, but also “US-CSTO” or “6+1” – commensurate with the parallel partnership in the format of “NATO-Russia” or “28+1”. The emerging trend of the renewal of the dialogue between the President of the Russian Federation Mr. Vladimir Putin and the US President Mr. Barack Obama on finding solutions to the global security problems can contribute to this endeavour.

From the point of view of supporting this dialogue and establishing the cooperation in the field of international peacekeeping among the states and organizations Armenia can play a certain role being Russia’s strategic ally and the partner of the United States, as well as a founding member of the CSTO and partner of NATO, having extensive experience in peacekeeping operations conducted by coalition forces of the Alliance and the forces of partner states, as well as in the exercises of the CSTO within the operating Collective Rapid Reaction Force.

Since 2004, Armenia has participated in the NATO-led Peacekeeping Force in Kosovo. In 2005-2008, the Armenian peacekeepers have also gained useful experience participating in the US-led peacekeeping coalition in Iraq. Since 2009, Armenia has contributed to the peacekeeping mission of the International Security Assistance Force in Afghanistan.

The recent official appeal of Italy – the country-commander that implements UNIFIL peacekeeping mission in Lebanon under the auspices of the UN – with a proposal to include in the mission an Armenian detachment, which will have to ensure the security of the mission’s headquarters confirms the credibility of Armenia as a “peacemaker state”. The prerequisites for sending a detachment to Lebanon have recently been discussed by the Chiefs of Staff of the Republic of Armenia and the Republic of Italy. The possibility of future participation of the RA peacekeeping mission under the UN mandate in North Africa is also being considered.

Thus, Armenia can contribute to the formation of the peacekeeping element within the CSTO’s military component, supporting its transformation into a multifunctional actor not only of regional but also of global security.

In conclusion, we consider it appropriate to reiterate the urgent need for the CSTO’s peacekeeping activities to expand beyond the exercises in the formation of the Military component of the Organization and reach the level of active involvement in the international peacekeeping operations.

Thank you.

ANC OF ILLINOIS HOSTS EVENT FOR REP. MICHAEL GRIMM

Grimm_HachikianCHICAGO, IL — The Armenian National Committee (ANC) of Illinois hosted a community reception for Congressman Michael Grimm (R-NY-11), Republican Co-Chairman of the Congressional Armenian Caucus, at the Union League Club in downtown Chicago on Monday, June 24, 2013. The event was attended by members from the broad cross-section of the Chicago Armenian-American community.

ANC of Illinois Chairman Claude Ohanesian hosted the event, which was an opportunity for the local community to get to know the new Co-Chair, now in his second term. When Grimm first ran for Congress, he defeated, with the assistance of the ANC of NY, one of the strongest friends of Turkey in the U.S. House of Representatives, Michael McMahon.

At the reception, Rep. Grimm spoke about issues important to the Armenian American community, including a truthful and just resolution of the Armenian Genocide, Turkey’s return of Church properties stolen during and after the Genocide, the economic well being of Armenia, including increasing trade between the US and Armenia, and self-determination for the Nagorno-Karabakh Republic.

“I look forward to continuing my service as the Co-Chairman of the Armenian Congressional Caucus and to the opportunity of being appointed to the House Foreign Affairs Committee if a vacancy occurs. If considered, I would then be in an even better position to advance Armenian issues, which includes working with Committee Chair Rep. Ed Royce (R-CA-39) on House Resolution 227,” Rep. Grimm shared with the crowd.

Rep. Grimm is an original co-sponsor of the Armenian Genocide Truth and Justice Act (H.Res.227), and he has proven himself as a vocal and effective advocate of Armenian issues.

“Congressman Grimm has a proven track record of success among Armenian Americans. He is a defender of justice and works hard to make our community’s views and values a priority for the United States. We look forward to continued collaboration with him as he pursues new and increasingly influential roles in Congress,” said ANCA Chairman Ken Hachikian.

BAKU SURVIVOR EDUCATES AND INSPIRES MICHIGAN ARMENIANS

–ANCMI_group– ANC of Michigan Hosts Community Lecture by Author Anna Astvatsaturian Turcotte

BIRMINGHAM, MI — Author and activist Anna Astvatsaturian Turcotte, a survivor of anti-Armenian violence in Baku, educated and inspired a broad cross-section of Michigan Armenians about Azerbaijan’s ongoing threats against the security and freedom of the Nagorno Karabakh Republic, during a June 15 presentation hosted by the Armenian National Committee (ANC) of Michigan.

The event featuring Astvatsaturian Turcotte, an ANC of Maine activist and Baku pogroms survivor, was held at the Hagopian World of Rugs in Birmingham, Mich. The program was moderated by Dzovinar Hatsakorzian, who welcomed the audience and introduced the speaker for the evening. In her introduction, Astvatsaturian Turcotte spoke highly of the growing reach and influence of the ANC of Michigan, and invited attendees to bring their unique contributions to this vital collective effort on behalf of the local Armenian community.

Astvatsaturian Turcotte recounted her own story, detailed in her book, “Nowhere: A Story of Exile,” which tells of her childhood amidst the Azerbaijani-led pogroms against the Armenians living in Baku, Sumgait and Kirovabad. Pivoting from her own experience, to the urgent need for Armenians across Michigan and around the country to work together in support of Nagorno Karabakh, she underscored the importance of local, state, and national level advocacy for the recognition of the independence of the Nagorno Karabakh Republic (NKR). Recognizing that Armenian families living in Nagorno Karabakh are facing many of the same types of threats of Azerbaijani violence she experienced as a child living in Baku, she explained that she has become a champion for the security and independence of the Republic.

“We were thrilled to have Anna share her story with the Michigan Armenian community. As a leader for Nagorno Karabakh recognition, Anna taught us a great deal and we look forward to working with her more now after she has further motivated our Hai Tahd activists,” said ANC-MI Chairman Hovig Kouyoumdjian.

As the leading force behind Maine’s adoption of legislation recognizing NKR, Astvatsaturian Turcotte reviewed her own efforts, and suggested possible pathways for similar efforts across the United States.

On April 10, 2013, Maine became the third state in the nation to adopt legislation acknowledging the Nagorno Karabakh Republic, following Rhode Island and Massachusetts in 2012. Louisiana also adopted similar legislation earlier this year, bringing the total to four states.

The evening ended with Astvatsaturian Turcotte fielding questions and engaging in a lengthy round-table discussion with the audience. She also signed copies of her book, prior to a reception that concluded the program for the evening.

Incredible pictures show how one of The Alps’ oldest glaciers is being protected from melting – by covering it in BLANKETS

Rhone glacier1Scientists in Switzerland are going to extreme lengths every summer to protect one of the oldest know glaciers in The Alps.

Miles of protective blankets have been laid over the undulating mounds and folds of the ancient ice in an effort to ebb the annual melt as average temperatures gradually climb.

The Rhone Glacier, the source of the Rhone River in the centre of the Swiss Alps, has retreated dramatically over the past 150 years, according to research.

The innovative method of protecting the ice has also been designed to allow visitors to witness the incredible ancient ice from an entirely unique perspective.

Researchers have carved a tunnel inside the glacier, large enough to walk through, allowing people to almost step back in time into a world which has not been exposed for many thousands of years.

Samples of ice had previously pre-dated the glacier to at least the 17th century. But new technological advances, coupled with access to recently-exposed rock, have now allowed them to date the ancient structure to at least 11,500 years old.

As recent ice melts have exposed rocks and soil for the first time in thousands of years, they have revealed interesting clues from remnants of organic material and artifacts of human settlements.

Using isotope measurements from rock newly exposed by the melting glacier, the scientists found that for most of the Holocene Epoch period, dating from the end of the last Ice Age about, 11,500 years ago, the Rhone was in fact smaller than it is today.

Using this dating technique, the researchers believe they may be able to apply their model to other glaciers worldwide and use the data to piece together a global picture of the Halocene period.

Japanese man, 71, sues TV station ‘for using too many English words’

japanA pensioner is suing a Japanese broadcaster for emotional distress as the channel uses to many foreign words.

Hoji Takahashi, 71, wants 1.41million Yen from broadcaster NHK because of their reliance on English.

He says that it makes programming unintelligible and that they should use the traditional Japanese counterparts, reported Japan Today.

His lawyer, Mutsuo Miyata told AFP: ‘The basis of his concern is that Japan is being too Americanized.
‘There is a sense of crisis that this country is becoming just a province of America.’

Many Japanese speakers use English words such as ‘trouble’, ‘risk’ or ‘drive’.

But in Japanese, these words are often pronounced differently, and have new meanings.

They also use words from other languages such as the German ‘arbeit’ and the Spanish ‘pan’.

Samsung launches a TV with a CURVED screen to improve viewing quality – but it’ll set you back £8,5000

samsung TV3Samsung has officially launched its first super-thin curved TV screen with a price tag of £8,500 ($13,000) – five times more than its flat-screen equivalents.

The 55-inch model has a high-resolution OLED display and its design means the screen is an equal distance from the viewer at all times.

It is now on sale in South Korea but Samsung told Reuters the set will be made available in other countries from July – the first time a curved TV of its kind has been sold outside of Asia.

It also said it has no plans to offer a non-curved one this year.

The concave display gives viewers a sense of being immersed in the images.

Samsung claims its ‘Timeless Arena’ design reduces the chance of images appearing pixelated, too.

The 55-inch OLED screen also supports Samsung TV features such as multi-view that lets two people watch different things at the same time.

But mass producing OLED displays still faces many challenges, leading to high prices.

LG, which currently offers both curved and non-curved 55-inch screens, is estimated to have only sold a few hundred screens so far after starting sales earlier this year.

Whole school banned from zoo for two years after pupils MOONED at monkeys during trip

A school has been banned from a zoo for two years after a group of children decided to moon at monkeys.

The 14 and 15-year-olds from Radclyffe School in Chadderton, Greater Manchester, were kicked out of Chester Zoo during a school trip.

There were around 300 GCSE pupils from year 10, but as a result of the actions of nearly children, they all had to get on the buses and go home.

The zoo said that 29 pupils were involved, but headmaster of the school Hardial Hayer disputed this saying that only 24 children took part.

Officials at the park said they had no option but to enforce the ban on the entire school taking trips there in future. The ban will last until 2015.

Some pupils bared their backsides at the monkeys, while others hurled food at them and it is alleged that there was also damage to property.

A zoo spokesman added: ‘We welcome schools to the zoo on the understanding that the students behave in such a way that does not cause problems for their fellow pupils, other visitors, the animals or staff. Fortunately incidents of this nature are extremely rare.’

The trip took place on Thursday last week as part of the school’s end of term activities.

Chester Zoo is one of the most popular zoos in the country with more than 1.4million visitors every year.
